On February 25th 1994, a gunman opened fire inside the Ibrahim Mosque in Hebron. He killed 29 praying people and injured a further 125 before he was himself killed.  The response of the Israeli military, since then, has been to clear sections of central Hebron, prohibiting Palestinians from walking down their main streets.
